This is most often based on milage/age 3 years 30,000 miles ect.  These services are essential to the vehicles reliability. In fact they are required by most warrantees factory or extended.

It is almost always more economical to properly maintain your vehicle. For example, a brake system repair is often less expensive if preformed before the pads or shoes are completely worn out. A car, properly cared for will last a very long time.
     
Most items due to be inspected or replaced during these services have a limited life span and should they fail, can often cause extensive damage to the vehicle in addition to an inconvenient or dangerous break down. There are also many fluids included for inspection or replacement, that, like engine oil lose their ability to protect, lubricate or become contaminated.
